While the absolute number of war deaths has been on the decline, there had been steady rise in conflict and violence, especially between non-state actors such as political militias, criminals, and international terrorist groups. According to the UN, unresolved regional tensions, breakdown in the rule of law, absent or co-opted state institutions, illicit economic gain, and the scarcity of resources exacerbated by climate change, have become dominant drivers of conflict.

Conflict resolution is a way for two or more parties to find a peaceful solution to a disagreement among them. This may include personal, financial, political, or emotional. SCDTL provide advice and facilitate conflict resolution. This programme is designed to identify stakeholders and key participants in any conflict and provides them with training, manpower support and expert advice that can lead to conflict resolution.
